A President's Scholar in 1970, he is Principal Private Secretary to Prime Minister (1987-1988); Permanent Secretary for Labour (Nov 1994-1998) and Community Development (1998-Sep 1999); Second Permanent Secretary for Health (Sep 1997-1999); General Manager of Singapore Broadcasting Corporation (1990-1994); Deputy Chairman of Singapore International Media Group (1994); Chairman of Post Office Savings Bank (Nov 1994-1998) and Central Provident Fund (Jan 2002-2005); Commissioner of Inland Revenue (Jul 2005 to date); and Member of the Board of Directors of the Monetary Authority of Singapore (1994-Jul 1998).
