This is a close-up of Mr. Howe Yoon Chong, General Manager and Chairman of the Port of Singapore Authority (1970-1978). He was the founding Chief Executive Officer of the Housing and Development Board (Feb 1960-1961; Magistrate at the Singapore Traffic Court (1953-1955); Secretary to the Public Service Commission (Jan 1957-Sep 1959); Deputy Secretary for Finance (1959); Permanent Secretary (Economic Development) for Finance (1963), National Development (Nov 1963-Dec 1969) and the Prime Minister's Office (1977-1979); President (1971-1977) and later Chairman and Chief Executive Officer (1985-1990) of the Development Bank of Singapore (later DBS Bank); Vice-President (1973-1975) and later President (Mar 1975-1977) of the International Association of Ports and Harbours; Chairman of the Sentosa Development Corporation (Dec 1976-1980); Head of the Civil Service (1977); Minister for Defence (1979-1982) and Health (1982-1984); Director (1992) and later Chairman (Jan 2000-2006) of the Straits Trading Company Limited; and People’s Action Party Member of Parliament for Potong Pasir Constituency (Feb 1979-1984). Mr. Howe was conferred the Meritorious Service Medal in 1963 and the Distinguished Service Order in 1968 by the Government of Singapore. Title devised by Library staff.
