This is a head-and-shoulder portrait of Mr. Liu Thai Ker (刘太格), Chairman of National Arts Council from 1996 to 2005. He was Chief Executive Officer of Housing and Development Board (1979-1989); Chief Executive Officer and Chief Planner of Urban Redevelopment Authority (1989-1992); and Director of RSP Architects Planners & Engineers Pte Ltd (1992-to date). He was awarded the Public Administration Medal (Gold) in 1976 and the Meritorious Service Medal in 1985. Mr. Liu is the eldest son of Mr. Liu Kang (刘抗), a local pioneer painter.
