He was also Minister of State (1977), Acting Minister (1977-1984) and later Minister (1984) for Social Affairs; Minister for the Environment (January 1985-June 1993); Minister in-charge of the Ngee Ann Technical College, Singapore Polytechnic, and Vocational and Industrial Training Board (1979-1981), and Muslim Affairs (1985-June 1993); Chairman of the Industrial Training Board (1976-March 1979) and later Chairman of the Vocational and Industrial Training Board (April 1979-1981); founding President (1982-1987), Chairman of the Executive Committee (1982-1987), Council Chairman (1988-1989), Member of the Board of Advisors (September 1989-1992) and later Chairman of the Board of Directors (September 1989-May 1993) of the Yayasan MENDAKI or Council for the Development of Singapore Muslim Community; and PAP Member of Parliament for Leng Kee (1972-1975), Brickworks (1976-1988) and Brickworks GRC (1988-1996).
