This is a head-and-shoulder portrait of Mr. Lee Hee Seng (李喜盛), Chairman of Housing and Development Board from April 1971 to March 1975. He was Member (Feb 1980-Jul 1988) and later Chairman of Public Service Commission (Aug 1988-Jul 1998); Chairman of Asia Commercial Bank (1982) and Lee Kuan Yew Exchange Fellows (1990); Director (1972), Managing Director (1980-1989), Chairman of the Executive Committee of the Board (1988-1995), Deputy Group Chairman (1989-1995) and later Group Chairman of Overseas Union Bank (May 1995-2001); and Deputy Chairman and later Senior Deputy Chairman of United Overseas Bank (2001-May 2003). Mr. Lee was made a Justice of the Peace in 1979. He also received Singapore government's Meritorious Service Medal and Distinguished Service Order in 1976 and 1989 respectively.
