An initiative of the National Arts Council, Noise Singapore was launched by Minister in the Prime Minister’s Office and former Second Minister for National Development Lim Swee Say on 30 September 2005.[1]
The annual festival aims to help young people aged 35 and below to express, develop and showcase their creativity through numerous platforms.[2] This would be achieved through various programmes and initiatives such as open calls for submissions of original works of art, design, photography or music, mentorships where young talents are paired with experienced professionals, and festival showcases.[3] Through these efforts, Noise Singapore hopes to encourage local youths to actively participate and nurture their relationship with the arts, while serving as a platform to discover budding talents.[4]
The Noise community learns from top professionals, interacts with like-minded youths and shares its original creations with others.[5] The Noise apprenticeship and music mentorship programmes create opportunities for young artists and musicians to not only learn from industry veterans and professionals, but to also have their works displayed at exhibitions and their music showcased at the annual Noise concerts held at the Esplanade. Top Noise artists or musicians of the year stand to win the Noise Singapore Award, which comes with a grant of up to S$5,000.[6]
Since 2006, Noise has received on average 250 applications annually for its mentorship programmes.[7]
